The DISCOVER Project is dedicated to creating a comprehensive Manual for Community Energy Projects (CEPs), drawing on the expertise of its partners who are actively involved in promoting energy communities across various regions. Recognizing the common hurdles faced by such projects, ranging from legal complexities to financial and organizational challenges, DISCOVER aligns with the Clean Energy for All Europeans Package to address these issues. Energy Communities are increasingly vital in Europe, seen as platforms for environmental, social, and economic benefits, including tackling energy poverty.
By fostering CEPs, DISCOVER will empower citizens and other stakeholders and mobilize significant investment in renewable energy generation across Europe.
DISCOVER is an innovative project within the LIFE program that will make a real impact on the crossover to a society driven by renewable energy, and accelerates the energy transition and enables a sustainable energy future.
MISSION
The “Clean Energy For All Europeans Package”, emphasizes the central role of Energy Communities in Europe.
DISCOVER tackles the common challenges faced by Community Energy Projects (CEPs), which often struggle to launch and gain momentum. These challenges include a lack of knowledge and range from legal and administrative complexities to financial and organizational issues.
OBJECTIVES
Community Energy Projects often stall in an early stage. Typical hurdles include the lack of knowledge, network, or access to financial services, which causes them to stall in an early stage.
DISCOVER aims to facilitate the launch of new CEPs by offering support services to CEP initiators including:
- Providing guidance and reducing hurdles.
- Simplifying the decision-making process.
- Interconnecting stakeholders.
DISCOVER will result in a significant investment pipeline in renewable energy production and enhanced knowledge of stakeholders.
ACTIONS
The DISCOVER project bundles multiple support services into a holistic guidebook. Regional partners will enable the roll-out of the guidebook and set up local hubs.
The DISCOVER consortium covers five pilot regions across Europe, including Italy, France, Croatia, Bulgaria and Austria. These hubs will provide guidance and professional support on technical, economic, financial and legal aspects.
The support services will cover all phases of a CEPs, thus accompanying them throughout their entire life cycle
- Identify challenges and develop support services.
- Develop a guidebook tailored to each pilot region.
- Collaborate with regional partners.
- Develop an online service hub.
- Set-Up of four local service hubs.
RESULTS
- Trigger more than 20 new community energy projects.
- Generate approximately 3 GWh/year of renewable energy.
- Attract more than 7.7 million euros of investment in renewable energy generation.
- Training more than 400 market stakeholders.
- Reaching more than 20.000 people.
