North Adriatic Energy Community

A group of enthusiasts gathered on 15 September 2023 at Drenova in Rijeka with the aim of establishing the North Adriatic Energy Community with the aim of producing, sharing and smart consumption of renewable energy. In addition to the extremely restrictive legislative framework, little was known at the time. What was known to everyone was that together, supporting each other, they set out on an uncertain path with the hope that one day their renewable energy will be produced in the community, optimally shared and wisely spent. This group of citizens believes that the formation and participation in such interest formation contributes to their financial benefit, protection from the risks of climate change and relieve the electricity system.

The first formal document was obtained 23 October 2023 years. It's about registering an association. North Adriatic Energy Community. This was the formal beginning, the beginning of a breakthrough through bureaucratic conundrums in order to achieve another important goal, obtaining a permit to perform energy activities of organizing an energy community of citizens. In three iterations and, indeed, we must point this out, with full understanding, help and cooperation the Croatian Energy Regulatory Agency (HERA), the permit was approved at a session of the HERA Council on 24 July 2024 Almost a year after the first meeting.

The third important goal - energy sharing, which is expected, according to the announcements from HEP ODS, remains to be achieved. End of 2024 years. But before sharing there is still a lot of work related to measuring current production and consumption for the purpose of optimizing the energy community tomorrow when sharing.

  • Will the legal owner of the photovoltaic power plant be the energy community as a legal person or will the legal owners be the members of the community installing the power plants on their roofs?
  • Who will be the economic owner in these cases?
  • Will the surpluses of energy produced be shared between the members of the community who are its co-owners, or will the co-owners of the community be able to share their surpluses with other neighbours within one substation who are not formal owners of the legal entity of the energy community?
  • Will the sharing be operationally carried out with financial compensation (will it be possible to trade with each other the surpluses produced) or will the surpluses produced be given to community members?
  • Or, on the other hand, will some calculation price of the surpluses produced be formed in advance, which will be divided among the members according to certain keys?
  • Finally, how will energy surpluses be shared among its members in cases where the supply of surpluses is lower than the energy demand among members?
  • In this case, who will have priority in taking over the energy surplus – proportional split or split according to the criterion of the maximum price offered?
